As soon as it gets dark the board automatically switches from charging the battery to using the battery . So the white LED light will burn when it is dark.
The solar panel is mounted in resin which makes it waterproof. For the rest of the parts you will have to make a waterproof housing yourself. You could use an old glass jar for example.
